Perform following to update permission for EBS RDS access rules :
Login to the AWS Management Console at https://console.aws.amazon.com as root user.
Navigate to RDS console.
In the navigation pane, Click on Snapshots.
Click on Snapshot Name to open properties.
Click the Actions, select Share Snapshot.
Set DB snapshot Visibility to Private.
To share the snapshot with other trusted AWS Accounts, Add AWS account ID.
Click Save.
